Here is my three best suggestions:-

If possible just put a shield ban on bots. and/or set up a framework on the functionality of the bot. Do you know, this bot culture is really giving a very wrong impression about this community outside. When I talk about steemit to potential investors, they feel that inflation is okay as long operation and maintenance cost and paying content creator is there, but bots are openly inviting spammer to abuse it.
Empower good communities who really curate selflessly. Example of good communities are steemstem, curie. I personally believe that steemstem should be sufficiently empowered with delegation from steemit inc. That is one community I really find great article and true to the spirit of community and their curation guidelines are also great. Curie is also good. Within steemit develop such communities and empower them sufficiently so that the real content creator can get rewarded and not the spammers.
Either empower utopin-io or develop any other tool so that on monthly basis steemit can take all valuable suggestions/inputs/polls and keep working on them on the subsequent hardfork. This way not only democracy will prevail but also it will give very strong impression outside. Decentralization always support democracy.
